Dr. Justin Brookes (Algae Control and Disposal Technologies Expert)
Dr. Justin Brookes is the Associate Professor of University of Adelaide. Justin is algal monitoring specialist experienced in contingency planning for algal blooms in Torrens Lake in South Australia and development of an on-line monitoring system for reservoirs for risk management, linking reservoir data and treatment for improved management.
Dr. Michael Waters (Non Point Source Assessment Expert)
Dr. Michael Waters has 18 years experience in the above areas, in Australia, Asia and Africa with an increasing emphasis over the last 5 years on capacity building for water quality management as part of international development assistance activities with developing and transitional economies.
Dr. Michael Burch (Algae Control and Disposal Technologies Expert)
Dr. Michael Burch is currently Research Leader at the Australian Water Quality Centre, part of the South Australian Water Corporation (SA Water). Mike’s experience relevant to the current assignment includes algal management in reservoirs by chemical and physical techniques, particularly mixing and destratification and lake dynamics, modeling of fate and transport processes for contaminants in lakes and water bodies.
Dr. John Messenger (Wastewater Treatment Expert)
Dr John Messenger has 27 years of experience in the wastewater and water industries in Australia, New Zealand, South Africa and Chile. John is SKM’s Practice Leader for Wastewater Process Design, is a Sustainability Practitioner and is the Sector Leader for Water Engineering in SKM.
Dr. Jeff Taylor (Pollution and Nutrient Expert)
Dr. Taylor holds the position of Principal Environmental Geoscientist with Earth Systems, a company he co-founded in 1993. He has more than 25 years experience as an environmental and earth scientist, and has specialist knowledge in water quality and geochemistry.
Mr. David Waters (Catchment Model Expert)
Mr. Waters has over 20 years experience as a soil scientist and hydrologist. He holds the position of Senior Hydrologist at the Department of Environment and Resource Management, Queensland and Project Leader at eWater Cooperative Research Centre where he coordinates eight project teams developing and applying catchment scale water quantity and quality modelling projects across Australia.
Dr. David Nash (Farm Nutrient Expert)
Dr. Nash has 30 years experience in agricultural science and education. As a Senior Research Scientist, at the Department of Primary Industries – Victoria (DPI), Dr Nash focuses on water quality issues such as Phosphorus and Nitrogen in agricultural landscapes. He has authored / co-authored over 50 published articles and book chapters in this field.
Ms. Sophie Pape (Catchment Model Expert )
Ms. Pape is Principal Environmental Engineer with Earth Systems. She has 11 years experience and specialising in water management and monitoring. She provides technical support to Government of SA on water quality management and monitoring of the Lower Murray Lakes region.
Mr. Peter Dennis (Wastewater Treatment Expert)
Mr. Dennis is General Manager of System Strategy & Sustainability at Hunter Water Corporation. Peter has 25 years experience in wastewater treatment policy, planning and operation. He has overseen the development of operational systems and frameworks to optimise wastewater treatment processes.
Jim Keary (Wastewater Treatment Expert)
Mr. Keary holds the position General Manager of Hunter Water Australia. Jim has over 30 years experience in government policy and water resource management. He has extensive international experience in water resource management, and had a major role in water policy reform in many areas of Australia.
Nic Bourgeot (Wastewater Treatment Expert)
Mr. Bourgeot holds the position Senior Environmental Engineer with Earth Systems, dealing with numerous wastewater treatment projects including in-situ water treatment and assessment, concept design and optimisation of industrial waste water treatment plants. He has experience of senior technical input into projects in Australia, Papua New Guinea and Africa.
Chinese Consultants
Prof. LIN Hai (Chinese Lake Eutrophication Expert)
Mr. Lin is Professor of University of Science and Technology Beijing. His research areas include environmental engineering and mineral manufacture. His research projects were sponsored by national natural science foundation and other foundations, and published more than 70 scientific articles and books in environmental and mineral fields.
Prof. QIN Boqiang (Algal Bloom Expert)
Mr. QIN Boqiang is Professor and Deputy Director of Nanjing Institute of Geography and Limnology, CAS. His research areas include water resources and environment, and limnology environment. He has hosted many civil and international foundation research programs, and published more than 60 scientific articles in famous journals.
Dr. JIAO Feng (Catchment Model Expert)
Dr. Jiao is a Senior Research Scientist of Nanjing Institute of Geography and Limnology. His expertise includes environmental science, environmental model and environmental management. Mr. Jiao participated and hosted several national research programs, focusing on water quality control and water pollution management.
Dr. SONG Yuzhi (Farm Nutrient Expert)
Ms. Song holds the position Associate Professor with Nanjing University of Information Science and Technology. Her research area includes environmental science, ecology and plant physiology, especially in the field of nutrient pollution in agriculture landscape. She published many papers investigating nutrient pollution and algal control problems in Lake Tai.
Mr. ZOU Min (Wastewater Treatment Expert)
Mr. Zou holds the position Senior Engineer and Director with Environmental Industry Promotion Center, a branch office of Jiangsu Academy of Environmental Science Institute. Mr. Zou has designed more than 30 industrial and domestic wastewater treatment projects and hosted more than 10 research subjects focusing on wastewater issues.

Mr. Nigel Murphy (Project Director)
Mr. Nigel Murphy is a Director of Earth Systems and Earth Systems China. He has over 20 years of experience as an environmental and earth scientist. In addition to specialist technical skills in environmental science, Mr. Murphy has extensive experience in interdisciplinary environmental assessments and management for private sector, government, aid and development projects.
Mr. Tom Callander (Project Manager)
Mr. Tom Callander is Senior Environmental / Social Management Practitioner with Earth Systems. Mr. Callander has extensive experience working across Asia in project management; environmental & social impact assessment and management systems; institutional capacity building; and research & policy development.
Mr. Andres Buldu (Project Technical Coordinator)
Mr. Andres Buldu has 9 years professional experience as an environmental engineer. He holds the position of Country Manager with Earth Systems China. He has been managing development projects in Asia and Central America, particularly in the water sector.
Ms. Jun Li (Project Technical Coordinator)
Ms. Jun Li is a senior Environmental Engineer / Consultant with Earth Systems China. She has 9 years experience in environmental engineering and consulting fields. Jun has worked in projects across China, relating to fields of water supply and drainage, sewage treatment, solid waste management and treatment.
Dr. Hua Pan (Project Technical Coordinator)
Dr. Pan holds the position of Senior Environmental Consultant with Earth Systems China. She has around 10 years of experience in water & wastewater industries and environment related issues. She has worked as project coordinator and project manager in previous work.
