Objectives
The project aims to develop procedures for enabling and promoting public awareness and participation in social and environmental impact assessment (SEIA) and river basin water pollution control.
Key Activities / Components
· Phase I - Research, Dialogue and Design of Procedures for Public Participation in SEIA and Basin Water Pollution Control (2009): includes six sub-components relating to research, dialogue, and the design/dissemination of new procedures for the promotion of environmental awareness and public participation in SEIA and basin water pollution control in China
· Phase 2 - Pilot Study and Evaluation of Model Procedures for the Promotion of Environmental Awareness and Public Participation in SEIA and Basin Water Pollution Control (2009-2011): this phase focuses on the piloting and testing of the model procedures for the promotion of environmental awareness and public participation in SEIA relating to basin water pollution control in China, which were designed in the first phase 1. This will then lead to policy recommendations.
Contribution to ACEDP Program Outcomes
This intervention will influence the development and full integration of Chinese public participation policies in all aspects of EIA and basin pollution control.
Highlights
This project is now completed. Production of Training Material of Methods and Approaches to Public Participation in Social and Environmental Impact Assessment and Basin Water Pollution Control was one of the important outputs of the ACEDP PPSB Project. It was used for a ‘ train-the-trainers’ initiative by the pilot implementation team from Nanjing Institute of Environmental Science (NIES) and the Community Consultative Committee (CCG) in Changzhou and Wuxi City.
Results were very positive according to the ACEDP GPS Specialist Dr Cecily Neil and PCO officer Ms Ivy Wang who held interviews with key protagonists and organised focus group discussions to evaluated impact during 24~25 November. Outcomes include improved public environmental awareness and enhanced public participation in natural resource management.
To sustain its long-lasting impact beyond the program life, NIES decided to enhance the project documentation and produce a formal ‘Training Manual’, based on the PPSB output and by using their own funds. The Manual is currently under design and will be produced in New Year and shared with all the relevant stakeholders.
