Objectives
The ACEDP Trans-jurisdictional Water Pollution Management project focuses on the Zhangweinan sub-basin of the Haihe River system which is shared by four provinces (Hebei, Henan, Shandong, Shanxi), and which displays a wide range of Trans Administrative & Trans Regional (TAR) pollution problems. It provide options for technical procedures such as boundary standards, recommendations for improved planning to achieve boundary standards, measures to fill the gaps in the legal and regulatory framework for TAR management, an economical framework on which trans-jurisdictional water pollution may be addressed through market mechanism involving pollution ‘credits’ and environmental costs-benefits, and training of national and provincial officials in collaborative management as a basis to resolve boundary disputes.
Key Activities / Components
· Phase I – Inception Stage: The inception stage includes the mobilisation of the consultant team including planning of how the study will unfold. The Inception Report is required to be submitted on time and approved by PCO.
· Phase II – Interim Stage: The interim stage will mainly involve undertaking policy & technical analysis, an Australian study tour, and capacity building for provincial officials. The Reporting resulted from the above activities are required to be submitted on time and approved by PCO.
· Phase III – Final Stage: The final stage will primarily focus on the delivery of a final workshop and final report writing. The Completion Report is required to be submitted on time and approved by PCO and AusAID.
Contribution to ACEDP Program Outcomes
This activity influences the development and implementation of practical cross-jurisdictional dispute resolution measures (policies and programs) through targeted capacity building measures at individual levels.
Highlights
The MEP internal peer review on the Final Report of this project was completed in early February 2010 with the very positive comments, worded as “ a complete success”. This has symbolized the formal closure of this project.
The project Final Report has been uploaded on the ACEDP ‘Project Portal’ that is accessible to ACEDP project teams only. This is part of the intra-ACEDP project networking to encourage other project teams to learn from each other.
