Objectives
The activity aims to improve institutional co-ordination mechanism for wetland management in China through capacity building (study tours, international advisory inputs), assisting in the development of guidelines for management planning and monitoring of Internationally Important Wetlands, wetland restoration, the construction and assessment of National Wetland Parks (NWPs), and develop national policy, including national standards/forestry standards.
Key Activities / Components
· Monitoring and Management Plan for International Important Wetlands (IIWs) - To document and apply international approaches to IIW monitoring for pilot sites with consideration given to wider application in China.
· Construction and Assessment for NWPs - To document and apply international approaches to NWP construction and assessment for sites with consideration given to wider application in China.
· Wetland Restoration - To develop a draft national framework and guidelines for wetland restoration which includes policy and adjustment mechanisms.
· Capacity Building - To build the capacity of an efficient and co-ordinated system for wetland conservation management to co-ordinate the different agencies in China, and the capacity of a group of technicians in China who could independently conduct and further develop wetland monitoring, management, restoration, wetland park construction and assessment and train further technicians as well as the capacity of demonstration site officers who will be able to apply the guidelines effectively.
· Communications - To inform internal and external stakeholders of the project and of the importance of wetland ecosystems and to encourage adoption of project findings and to promote the Australia-China partnership.
Contribution to ACEDP Program Outcomes
Envisaged to influence national wetlands policies, strengthen technical and management capacities and generate partnerships with Australian wetlands institutions
Highlights
The development of guidelines for management planning and monitoring of Ramsar listed wetlands and formulation of national policy, including national standards/forestry standards have benefited China in better achieving its international obligations under the Ramsar Convention and in supporting the broader conservation and sustainable management of the country’s vast wetland estate. The incorporation of the approach of the Ecological Character Description (ECD) framework into the Guidelines will provide a common framework upon which to plan, monitor and evaluate wetland policy and management across China. The project has improved the institutional coordination mechanism for wetland management through capacity building via training activities and international inputs. It also strengthened wetland management at the regional level. Engagement of China’s Office of Wetland Conservation and Management in the ACEDP through a Project Partnership Agreement between Kiri-ganai Research and the OWCM has facilitated technical and policy cooperation between Chinese and Australian organisations and specialists. This collaboration involved technical specialists of different disciplines working together as well as technical professionals working with policy and management professionals.
