Objectives
The objective is to explore successful drought relief experiences and practices in both China and Australia through comparative studies and dialogues. It aims to propose policy recommendation on improving the current response to severe drought and water shortage.
Key Activities / Components
1. Project Inception
5 Chinese experts 8-day visit to Australia for discussing the detailed implementation plan with the Australian counterparts. Meanwhile, other technical members of the Chinese team will start domestic data collection and technical survey within China.
2. Technical exchange trip to Australia
4 Chinese technical experts will have a 15-day visit to Australia to understand the drought situation, national drought management system and policies, the main national drought relief programs in Australia. A trip report will be prepared soon after the visit.
3. Technical exchange trip to China
4 Australian technical experts will have a 10-day visit to China to understand the drought situation, national drought management system and policies, the main national drought relief programs in China. A trip report will be prepared soon after the visit.
4. Technical exchanges and high-level strategic dialogues
A two days workshop will be arranged involving experts, drought mangers to have strategic dialogues, technical exchanges and policy discussion. Relevant policy suggestion will be explored to improve two countries drought management.
Contribution to ACEDP Program Outcomes
This project addresses an ‘emerging policy area’ identified in the EAT Policy Gap Analysis report, and drought management is in fact a key area of IRBM. The project objective meets the ACEDP outcomes of influencing Policy and building Partnership.
Highlights
Four experts from ABARES visited China between 10 - 23 September for discussions with Chinese counterparts RSTAC and SFCDRH in Beijing. The project team also went to Shangdong and Hebei to conduct a field trip to obtain a better understanding of the drought situation in both provinces. An internal workshop was organized in Beijing after the field trip to discuss the major findings.
A delegation of eight officials from Chinese counterpart agencies visited Australia between 14th and 25th of November. During the visit a high level workshop involved key stakeholders and facilitated information and knowledge transfer on drought and water resource management in Australia and China. The study tour also focused on the southern Murray–Darling Basin and helped foster an understanding of Australian production systems and the Australian drought and water resource management context.
A final workshop is scheduled for 7-8 February 2012 in Beijing.
