Objectives
The project is to provide the basis for QFB and FEDRC to influence national level government’s decision-making of ecological compensation policy by the application of Multi-criteria analysis to monitor forestry ecological programs and evaluation community compensation mechanism such as carbon sequestration in Qinghai Province. It is also to develop the linkages between the Australian and Chinese partners to foster dialogue on policy issues and options of mutual interest in the wider environmental field.

1. FEDRC and QFB staff to Australia technical training by Australia partners
2. Australian and Chinese partners field investigation in Australia and in Qinghai, China
3. Jointly ecological compensation scheme development
4. International Seminar to present and disseminate the research results and outcomes in wider community
5. Pilot sites for test the carbon sequestration approach by planting different species
Contribution to ACEDP Program Outcomes
The project will contribute to the ACEDP three policy outcomes. Specifically, the project will provide the national policy makers with a scientific monitoring & evaluation tool on which to base recommendations for forestry ecological interventions. It will develop the skills and knowledge base with FEDRC and QFB in effective monitoring and evaluation of environmental programs and development of ecological compensation scheme. It will also strengthen linkages / policy dialogue among Australian government agencies/universities (BRS, SCU and UNSW) and the SFA/QFB and their policy development and research body, FEDRC.
Highlights
All activities under the original project, bar the Activity Completion Report, have been completed satisfactorily.
Under extension project no 1 – ‘Sustainable Land and Forest Management Research Agenda MOU’ - a technical workshop between CNFEDRC and DAFF-ABARES was held in October to discuss and generate potential research areas for future cooperation. A study tour by the Chinese delegation will take place in December.
Under extension project no 2 – ‘Qinghai Reafforestation & Carbon Sequestration Study’ - the first two technical reports have been finished. A training program for four specialists from Qinghai Forestry Department was conducted during 10 – 18 November 2011 in Australia. PCO and the project’s monitoring and evaluation advisor are planning a field visit to the project site in December.
An Australian Parliamentary Delegation visited the project site in September. See more details under spotlights.
The final workshop is expected to be held in March 2012.
