On 6 July 2011, Australian Foreign Minister Rudd launched the Independent Review of Aid Effectiveness, a report by five eminent Australians, designed to guide the gradual scale up of the Australian aid program. In its response to the Review, the Australian Government announced plans to phase out bilateral aid to China, in recognition of its rapidly evolving stage of development. The phase out will be gradual, and the Australian Government will satisfy all existing contractual commitments. The Australian Government will continue to provide targeted assistance to China in the future through multilateral organizations and regional programs, where doing so could make a difference to poor people.
