ACEDP Water Ecology Compensation (Payment for Environmental Services, PES) Policy and Mechanism Project Launched
The Water Ecology Compensation (Payment for Environmental Services, PES) Policy and Mechanism Project was launched on 22 September 2009 in Beijing at a workshop attended by the Australian implementing team from the Australian National University (ANU) in association with Golder Associates Pty Ltd, counterpart teams from the Chinese Ministries of Environmental Protection (MEP) and Water Resources (MWR) and, representatives from the donor community.
The joint Chinese Australian project management team gave an overview of the project scope, work plan and targeted outputs, followed by a brief policy overview of the practices and approaches in the area of eco-compensation in China delivered by staff from the two Chinese ministries. Australian team members then presented case studies on the topic of ‘payment for environmental services’ in Australia. This was followed by a roundtable discussion and exchange of views on the project topic and potential areas for mutual collaboration between the two countries.
The Australian implementing team will field two separate groups of experts to work with their counterparts from MEP and MWR during the course of the next 10 months. All activities will initially be implemented separately for the two sub-projects for each ministry with the Australian implementing team responsible for inter-agency integration and coordination of activities, lessons learned and outcomes.
During the one-week inception visit from 21 to 25 September, the Australian team had separate meetings with the two counterpart teams of MEP and MWR to discuss in more detail the work plan and in particular its capacity building components. Delivery of the project will need to remain flexible to accommodate changing requirements and practical issues from the two Chinese ministries.
The Australian team will take the lead in drafting the project inception report for submission to the PCO later in 2009.
