In mid-September 2007, the PCO received 57 project proposals from nine program partner agencies. In early October, EAT evaluated and assessed the relative merits of each of these proposals and developed the EAT Report, on which the 1st Annual Plan was based. In this report, all proposals were categorised into four groups: Group 1 consisted of 11 activities (that could proceed immediately to project document design stage); Group 2 consisted of proposals that required further conceptual or project development; Group 3 consisted of activities that belonged to higher-level policy areas; and Group 4 consisted of proposals that were not supported at the current stage.
